PUBLIC CLARIFICATION ON SMEF NATIONAL UNIFORMITY COVERAGE CLEARANCE
For Mobile Advertisement, Branded Vehicular Signage, Revenue Compliance and General Road User Protection Across All Sectors
The attention of Sanity Multi-Efforts Forum – SMEF has been drawn to public inquiries regarding the nature, purpose and validity of the SMEF National Uniformity Coverage Clearance currently in circulation across the 36 States of the Federation and the Federal Capital Territory.
In the interest of clarity, public enlightenment and national good, SMEF hereby states as follows:
1. WHO IS SMEF
Sanity Multi-Efforts Forum – SMEF is a Civil Society Organisation, Not-for-Profit and Non-Political body duly registered with the Corporate Affairs Commission, with Registration Number: 9565689.
SMEF is one of the arms of the Sanity Brand Ecosystem – SBES, a national platform for advocacy, compliance, and citizen protection. Other arms of the Ecosystem include Dansavist Multi-Concept – DMC, Dansavist Multi-Concept Limited – DMCL, Sanity Multi-Efforts Limited – SMEL.
In line with Article 3 of the SMEF Constitution, the organisation was established to:
a. Improve road safety, security and infrastructure, and reduce roadblocks, extortion and harassment of all road users.
b. Support citizens facing harassment or extortion, conduct community outreach, sensitisation and education, and provide platforms for citizens to report issues including corruption.
c. Tackle corruption, extortion and abuse of power, support anti-corruption agencies, and promote accountability in governance.
d. Collaborate with Government, NGOs, CSOs and the Private Sector, and promote transparency in governance, taxation and public spending.
e. Promote ethical practices in Health, Education, Environment and other key sectors.
SMEF is not a revenue collecting agency. It does not issue government permits, nor does it collect government revenue. SMEF is strictly an advocacy, verification and monitoring organisation.
The existence and constitutional objectives of SMEF are publicly verifiable on the Corporate Affairs Commission portal by searching “Sanity Multi-Efforts Forum – SMEF”.
2. WHAT IS THE SMEF NATIONAL UNIFORMITY COVERAGE CLEARANCE
The SMEF Coverage Clearance is an advocacy and verification attachment document issued pursuant to Article 3(2) and (3) of the SMEF Constitution.
It is not for sale and is not valid as a stand-alone document.
Scope: The Clearance is not limited to Mobile Advertisement and Branded Vehicular Signage alone. It applies to all compliant road users.
Purpose: To certify that a vehicle owner or road user has obtained and paid for valid state-issued documents. These may include Mobile Advert/Branded Vehicular Signage Permit, Vehicle Licence, Vehicle Particulars, Road Worthiness Certificate, and other statutory documents issued by the appropriate State Signage and Advertisement Agency, Ministry, Department, Agency or Internal Revenue Service in Nigeria.
Effect: To ensure that such vehicle and road user is not subjected to double taxation, illegal levies, harassment, intimidation, extortion or unlawful roadblocks by any Local Government Area, State MDA, State Internal Revenue Service, taskforce or unauthorised group while plying any state within the Federation. This is in furtherance of SMEF’s mandate to promote road safety, security and the protection of road users.
3. SMEF’S RELATIONSHIP WITH GOVERNMENTS AND ENGAGED ORGANISATIONS
As a CSO, SMEF is constitutionally barred from entering into direct revenue contracts with any tier of Government.
However, Sanity Multi-Efforts Limited – SMEL, Dansavist Multi-Concept Limited – DMCL, Dansavist Multi-Concept – DMC, and other reputable organisations under the Sanity Brand Ecosystem – SBES have been duly engaged by State Governments, Agencies and Boards for revenue collection and compliance services in various states, including Kogi State.
In line with Article 3(5) of the SMEF Constitution, SMEF collaborates with SMEL, DMCL, DMC and other Government-appointed organisations to:
a. Support government-approved revenue collection and compliance mandates.
b. Provide advocacy, anti-illegality verification, and issue Coverage Clearance to vehicle owners and road users who have genuinely made payment through SMEL, DMCL, DMC or any other Government-appointed agent.
c. Ensure free flow of traffic and that road users comply with lawful obligations without undue harassment, in line with the mandate to improve road safety and security for all.
4. WHO CAN BENEFIT FROM SMEF CLEARANCE
Any compliant road user who has obtained valid Mobile Advert/Signage Permit, Vehicle Licence, Vehicle Particulars, Road Worthiness Certificate, Drivers’ and Conductors’ Badge or any other statutory vehicle document through proper channels can present same to SMEF for verification.
Engaged organisations in partnership with SMEF may also present batches of compliant vehicles to SMEF for verification, in furtherance of the constitutional mandate to ensure free flow of traffic and protection of compliant citizens.
Upon successful verification, SMEF will issue the National Uniformity Coverage Clearance as an attachment to the original documents issued by the relevant authority, through engaged agents.
SMEF is committed to ensuring that all compliant road users are able to travel across the 36 States of Nigeria including the FCT without unnecessary delay or illegal payment demands.
With this Clearance, the compliant road user is entitled to:
a. Uniformity: Recognition that lawful payment made in one state should be honoured to avoid multiplicity of taxes and levies in other states, in line with the National Tax Policy.
b. Protection: Immediate SMEF intervention via Anti-Illegality Hotlines in the event of harassment, extortion, intimidation or illegal detention, pursuant to Article 3(2) and (4).
c. Compliance Support: Assurance that genuine road users who have met their obligations are not unduly obstructed. SMEF also leverages its relationship with road users to sensitise them on compliance with the National Tax Policy, Nigeria Revenue Laws and Joint Revenue Board Communiques.
Important: This Clearance has no value without the original document from the issuing authority and proof of payment. Any person found using this document without the original permit or relevant document will be reported to law enforcement agencies for prosecution.
5. CONCLUSION
SMEF remains fully committed to supporting the Federal Government, State Governments, Joint Revenue Board and all stakeholders in the national fight against illegality, corruption, revenue leakages and exploitation of citizens, as contained in its CAC-registered objectives.
SMEF is Advocates, Not Collectors. Its role is to ensure sanity, compliance, uniformity and protection for both government and citizens, across all sectors and for all road users.
